Biographical Info

Joy Connolly has recently assumed the role of Executive Director at Child Care Council of Nassau, Inc. Council’s vision is for all families living and/or working in Nassau County to have access to quality child care and early learning that fosters successful growth and development for every child. Joy has been with Council since 2011 serving multiple positions.

Most recently, Joy served as Deputy Director under the leadership of Jan Barbieri, Executive Director Emeritus.

Prior to her role as Deputy Director, Joy held the position of Director of Education Program Services from March 2012 until March 2020. In this position, she supported the child care workforce through programmatic enhancements (education, health, safety, and nutrition) and business development in Nassau County. Joy managed and cultivated the education services department initiatives and staff responsible for early childhood &  school age professional development and technical assistance.

Joy has designed and delivered professional development through her previous work at the University of Wisconsin System Administration, the University of California, San Diego- Extension and as a consultant for the Partnership for Afterschool Education, NYC for over 18 years. She brought an exciting portfolio of trainings and workshops– in the areas of program design, development and quality, staff development, partnerships and building relationships, sustainability, cultural competence and early childhood education– to Nassau County for the last 9 years.

She holds a M.A. in Educational Policy Studies from the University of Wisconsin-Madison. Her research interests included critical policy analysis, urban youth policy, asset based community development, equity, diversity, and inclusion. In addition, Joy holds an M.P.A. from New York University in Public Policy and Non-Profit Management, and earned her B.A. from Wesleyan University. Joy holds a New York State Training and Technical Assistance Professional Credential, Professional Development Specialist Level 3. Prior to her graduate studies, Joy ran an arts and literacy based afterschool program in three elementary schools and one middle school in Brooklyn, NY.

Joy has been an Adjunct Lecturer for the Teacher Education Department at York College, City University of New York. She has presented annually since 2014 at the Molloy College Barbara A. McDonnell Early Childhood Conference. In 2016, she co-authored “Democratizing Urban Spaces: A Social Justice Approach to Youth Work” in an edited volume: Youth and Inequality in Education: Global Actions in Youth Work. In 2017, she co-authored “Taking It to a New Level: Inquiry- Based Professional Development as a Field-Building Enterprise” in an edited volume: The Growing Out-of-School Time Field: Past, Present, and Future. Joy presented this work at the 2018 American Education Research Association Annual meeting.

Joy serves on the board of directors for the NYS Early Care and Learning Council since June 2019.
